I want to build fireplace with a chimney, so i want the design or the zise of the chimney needed to keep the fire on.

if your asking this question call a contractactor, a home made chimney can pose a serious fire hazard (and a serious code violation)

I do Structural engineering and I can tell you that in the state of Florida you need a permit. The permit fee is doubled if you get caught building without one. Whatever state you are in should have their building codes online. I would check there to see what guide lines you need to meet first.
